Toronto Public Health’s (TPH) Strategic Plan 2024-2028 was adopted at the Toronto Board of Health (BOH) meeting. The Strategic Plan will guide TPH’s work over the next four years and highlights TPH’s vision, mission, values, priorities and objectives.

Led by the BOH and its Strategic Plan Development Committee, the Strategic Plan was informed by Toronto residents and community partners, TPH staff and City divisions, providing valuable feedback throughout the consultation process.

The Strategic Plan sets out five priorities for 2024 to 2028:
- Strengthening health protection, disease prevention and emergency preparedness.
- Promoting health and well-being.
- Promoting conditions to support positive mental health and reduce the harms of substance use.
- Advocating to advance health equity.
- Nurturing a positive workplace culture.

As the largest local public health unit in Canada, TPH delivers public health interventions, programs and services as described in the Ontario Public Health Standards (OPHS). The OPHS are published by the Minister of Health as outlined in Section 7 of the Health Protection and Promotion Act, and describe the minimum standards required to meet community health needs, support the reduction of health inequities, prepare for public health emergencies, and protect and improve the health outcomes of Toronto residents.
